Who would let the dogs out?

Mitt would. No, he would not let the dogs out, as in, the refrain from that dumb-ass song from 1000 years ago that he tried out on some black kids not too long ago. His thought process really must have been "These are black youths. They say this to each other like when they are at a basketball match or commiserating in front of a convenient store."

He also wouldn't let the dogs out, or more to the point, the dog, as in, his family pet, Seamus, from the crate atop the Family Truckster when going to the cabin up north.

Nope.

I am talking about the dogs of war. Mitt talks a large game that leave little doubt about America's future war footing.

"I think we have to also be ready to take whatever action is necessary to ensure that we do not have any kind of weapon of mass destruction falling into the hands of terrorists and whether that requires troops, or whether that requires other actions by our friends and allies," Romney said in an interview with CBS News.
Wow, that sounds so familiar. But hey, it worked the first time.
